However, the game is focused more on giving you a relaxing time than forcing you to puzzle out solutions. There are over a dozen unlock-able plants, and they each grow in different ways, to choosing which plant to grow where can become a little bit like a puzzle as you'll have a limited amount of items & plants in each level to over grow the level. The goal of each level is to totally cover it in plants. Placing these items near plants will cause them to grow, and eventually bloom giving you energy to create new plants. Then you're given items to place and build out the environment. Each level starts with a barren environment, you'll start with a few seeds to plant around the level. I assume as the plants auto grow in sandbox that should be enough - but like you said, I'm not sure if they also need to flower to count as 'grown'? I exit from creative mode by clicking on general map button and I get the achievement. When I got to this point, I had no more space, I put more bases and the bamboo blooms but still nothing, so I also use rain but still nothing.
